Is there a problem with CHN attendance?

Maybe this belongs in the bug boards but oh well.

I am in a new league that has adopted an unusual franchise player policy. Smaller market teams are given the benefit while larger markets are not. The commish has given the CHN team a franchise player despite Chicago hardly being a small market. His reason was that a bug exists that treats CHN as a small market team. Is this accurate?

Just want to know for sure.

What league?

In older leagues, Chicago N and Chicago A were treated as the same teams, revenue wise. Obviously, Chicago N should have a ton more revenue than Chicago A. Both teams were ripped off as it comes to revenue.

However, it has been fixed for months now in new leagues. So this isn't really the case anymore.
