how important is the farm system funds?

do the points allocated to the farm system only determine players that will be drafted etc., or does it have any effect on your existing AAA players development?

I read somewhere recently that the farm team now impacts AAA development as well as the current year draft. The impact on AAA development is a fairly recent change, I believe.
