What is the value of staying within budget??

Why is it that teams with HUGE losses in the "Profit YTD" column get high Mogul ratings as long as they win? For example, in my current league the LA Angels showed a loss of $13.8 million last season, but had the highest Mogul rating in the league because they had won a couple of World Series. I thought the idea of the game was trying to win while staying within your payroll budget. Is there ANY value to staying within budget, or should I just spend like the Yankees and RedSox in real life?

As long as you keep positive cash on hand you are fine.

If you have a surplus of cash, you can run over budget and be fine. If that results in a World Series, then it was a good call. Winning > everything (just like real life). But there are disadvantages to running over budget, ex. you can't resign players or get FAs.

All you need is to be 100K over budget at the end of the year. Hire everybody and your budget somehow goes up accordingly, even for a small market team. The Yankees and Red Sox will hire every single free agent and put them in their minors, so grab them quick.
